Prairie Springs Subdivision - Malta Harkness Lake Park Park hours are from dawn to dusk, special permits for after-hour usage are available through the Village Board. We've recently added a boat ramp on the northeast side of the lake for non-motorized boats and canoes. All State of Illinois boating and fishing regulations apply to Harkness Lake. Building/Malta Code/Covenants Just a reminder Prairie Springs is part of the Village of Malta and Village Codes are enforced. Building Permits are issued through the Village of Malta. About the Building Located at 127 N. 3rd. Street, Malta, the Historical building was built in 1873. It's a unique building seating 70 person comfortably with a full kitchen and air conditioning. Rental fees are $70.00 per day and require a $200.00 deposit.
